District-based: 

To increase the accessibility of health care services in SKDHCE, a core centre and several service points were established in the district. Different health programmes and activities are tailor made to accommodate the characteristics and health needs of individuals living and working in Tseung Kwan O and Sai Kung District.

Public-private partnership: 

To offer broader range of medical services for individuals in need, SKDHCE has liaised with different private medical organizations to build a comprehensive primary healthcare service network.  

Medical-social collaboration: 

To promote health education that focuses on disease prevention, SKDHCE engage proactively with stakeholders within the district, such as medical organizations, social welfare units, schools, residential organizations and others to develop a strong base for primary health care in long term.
